أدلى الدكتور مصطفى مدبولي، رئيس مجلس الوزراء، اليوم، بتصريحات تليفزيونية حول خطة ترشيد استهلاك الكهرباء، وذلك بحضور الدكتور محمد شاكر، وزير الكهرباء والطاقة المتجددة، والمهندس طارق الملا، وزير البترول والثروة المعدنية، واللواء محمود شعراوي، وزير التنمية المحلية.

وقال رئيس الوزراء إن تصريحات اليوم تأتي في إطار حرص الحكومة الدائم على التواصل مع المواطن المصري وإعلامه بكل المستجدات الخاصة بالتعامل مع الأزمة العالمية الراهنة المرتبطة بالحرب الروسية – الأوكرانية، وكذا في ضوء حرصنا على إطلاع المواطنين بجميع الخطوات التي تتخذها الدولة والحكومة من أجل التعامل مع هذه الأزمة التي تؤثر بشكل كبير وقاس على مستوى دول العالم.

وأضاف الدكتور مصطفى مدبولي: بالتأكيد تتابعون خلال هذه الفترة الدقيقة ما تعاني منه كل دول العالم بلا استثناء، وعلى رأسها الدول المتقدمة قبل الدول النامية، وذلك فيما يتعلق بالتحديات المرتبطة بالطاقة وترشيد الاستهلاك.

وأشار “مدبولي” في هذا الصدد إلى أن الدولة المصرية، تتخذ العديد من الإجراءات التي تحاول بقدر الإمكان من خلالها التعامل مع هذه الأزمة غير المسبوقة، وفي هذا الإطار كانت توجيهات الرئيس بإطلاق حزمة اجتماعية استثنائية، تم التوافق عليها، وقمنا بشرح ملامح هذه الحزمة، وسيكون تطبيقها اعتبارا من نهاية هذا الشهر أو بداية شهر سبتمبر المقبل.

وأوضح مصطفى مدبولي أن هدف هذا المؤتمر هو شرح ملامح التحدي الكبير الذي نواجهه وكيف نتطلع إلى زيادة مواردنا من العملة الصعبة بطريقة غير تقليدية، قائلاً: “الدولة المصرية تسير وفق خطة واضحة للغاية، فيما يتعلق بزيادة الصادرات وتعميق الصناعة المحلية، كما أن قناة السويس اليوم تحقق إيرادات غير مسبوقة”، مشيراً إلى أهمية تحويلات المصريين في الخارج.

وأضاف رئيس الوزراء أن الحكومة تعمل أيضاً على دعم قطاع السياحة بالرغم من كل التحديات التي يواجهها العالم في هذا القطاع، مؤكدا أن الدولة المصرية تسير بخطى واضحة بهدف زيادة مواردنا من العملة الصعبة وفي نفس الوقت أن نقلل بقدر الإمكان من فاتورة الواردات من خلال إجراءات أخرى بدأت الدولة المصرية في اتخاذها على مدار الفترة السابقة.

وأشار رئيس الوزراء إلى الرؤية الاستراتيجية التي كان فخامة الرئيس عبدالفتاح السيسي، رئيس الجمهورية، قد وجّه بها الحكومة، منذ 3 أو 4 سنوات، عندما بدأت الحكومة في التوسع في الاستثمارات في مشروعات إنتاج توليد الغاز الطبيعي، وأحد أهم هذه المشروعات هو حقل ظهر، حيث كان هناك توجيه من سيادته باختصار مدة تنفيذ هذا المشروع الوطني العملاق إلى أكثر من النصف من أجل الاستفادة من هذا المورد المهم للغاية.

وأضاف: حتى بدء تشغيل حقل ظهر، كانت الدولة تستورد أيضا الغاز الطبيعي لسد احتياجاتها، ولنا أن نتخيل أنه لولا الرؤية الثاقبة للرئيس وحرصه على أن يدخل هذا المشروع الخدمة بأسرع وقت ممكن وتذليل كل العقبات، كان من الوارد أن فاتورة العملة الصعبة أيضا سيضاف إليها عبء استيراد الغاز الطبيعي، لكن الحمد لله استطعنا أن نسرع بـإنتاج وتشغيل هذا الحقل المهم الذي أصبح اليوم قيمة مضافة كبيرة للغاية لمصر.

وتابع رئيس الوزراء أن حقل ظهر يسد الاستهلاك المحلي كما أنه يحقق وفراً نقوم بتصديره، ومن هنا جاءت رؤيتنا حول أهمية تعظيم الاستفادة من هذا المورد الطبيعي، وزيادة الصادرات من الغاز الطبيعي.

وأشار مدبولي، إلى أن أكثر من 60% من انتاج مصر من الغاز الطبيعي يذهب إلى محطات الكهرباء، لتوليد الطاقة الكهربائية التي نستخدمها في مناحي حياتنا، ولذا فكلما استطعنا ترشيد كميات الغاز الطبيعي التي تخدم محطات الكهرباء، كلما غدا لدينا فرصة لتصدير جانب أكبر من هذه الثروة الطبييعية، وبالتالي جلب عملة صعبة أكثر.

وأضاف رئيس مجلس الوزراء، أنه تم البدء اعتباراً من أكتوبر الماضي، في اتباع خطوة تتمثل في تشغيل عدد من محطات الكهرباء، بالمازوت المنتج محلياً، بدلاً من الغاز الطبيعي، ونجحنا بفضل هذه الخطوة، ونتيجة جهد كبير جداً من وزارتي الكهرباء والبترول، في تحقيق فائض تم تصديره على مدار الفترة الماضية، متوسطه ما بين 100 الى 150 مليون دولار شهرياً، دون الإضطرار الى اتخاذ اجراءات تتعلق بتخفيض أحمال الكهرباء، أو تقليل استهلاكها.

وأكد رئيس الوزراء ضرورة التنبه إلى أن فاتورة أسعار الغاز الطبيعي تشهد زيادة كبيرة، على مستوى العالم، في ظل تحريك سعر الدولار، الأمر الذي بات يفرض ضغوطاً متزايدة على الحكومة، بحيث كان من الطبيعي والمنطقي زيادة أسعار الكهرباء، كخطوة في طريق ترشيد الاستهلاك، إلا أنه نتيجة للظروف الاجتماعية، وانطلاقاً من حرص فخامة الرئيس عبد الفتاح السيسي، رئيس الجمهورية، على عدم المساس بالفئات البسيطة، تم إرجاء تطبيق هذا القرار لمدة 6 أشهر حتى بداية العام القادم.

وفي هذا الصدد، أشار مدبولي إلى أنه كان لزاماً على الدولة والحكومة، العمل من أجل تحقيق فائض إضافي، متوسطه نحو 15% من حجم الغاز الطبيعي الذي يضخ لمحطات الكهرباء، على مدار العام، بحيث نستطيع زيادة حجم التصدير من الغاز الطبيعي، وبالتالي توفير عملة صعبة للدولة، تمكنها من تخفيف الضغط على العملة الصعبة نتيجة ارتفاع أسعار المواد البترولية والسلع الرئيسية.

وأكد مدبولي أن مجلس الوزراء ناقش على مدار الفترة السابقة هذا الموضوع، وتوصل إلى أنه أصبح من الضروري البدء في اتخاذ اجراءات مهمة جداً في هذا التوقيت، بهدف التخفيف من الضغط على الكهرباء، موضحاً للمواطن المصري، أن الدولة تدعم تسعير الغاز الطبيعي لتوليد الكهرباء، بحيث تقوم وزارة الكهرباء بشراء الغاز الطبيعي من وزارة البترول لاستخدامات توليد الطاقة، لتكون المليون وحدة حرارية بسعر 3 دولارات، في الوقت الذي يصل السعر العالمي للمليون وحدة حرارية عند التصدير إلى نحو30 دولاراً، وبذلك يتم توفير الغاز الطبيعي لتوليد الكهرباء داخلياً بـ “عُشر” قيمته الواقعية في السوق العالمي، فكل مليون وحدة حرارية نستطيع توفيرها محلياً يمكن تصديرها بعشرة أضعاف السعر المحلي.

وأوضح رئيس الوزراء أن تسعير الكهرباء المعلن من جانب الدولة، والذى تم إرجاء أى زيادات عليه حتى بداية العام القادم، هو في الأساس مُدعم بصورة غير مسبوقة، نتيجة لأنه يتم حساب الغاز المُورد من وزارة البترول لوزارة الكهرباء لصالح محطات انتاج الكهرباء، بعشر قيمته الفعلية فى السوق العالمى، لافتاً إلى أنه لو تم تسعير الكهرباء وفقاً لسعر الغاز الحقيقي طبقاً للسعر المحلي، لوصل سعرها إلى خمسة أضعاف، هذا بخلاف حساب التغير فى سعر الصرف، مضيفاً أن هذا الفرق هو دعم من الدولة للمواطن فى قطاع الكهرباء.

وأشار مدبولي إلى أن القيمة الفعلية لتكلفة انتاج كيلو وات/ ساعة على الدولة المصرية، قبل تغير سعر الصرف، عندما كان الدولار يساوى 16 جنيهاً، كانت تصل إلى 109 قرش، موضحاً أن تسعير شرائح الاستهلاك الأربعة الدنيا والتي تخص المواطنين البُسطاء، تبدأ من 48 قرشاً، ثم 58 قرشاً، ثم 77 قروش، فأقل من جنيه للشريحة الرابعة، وهو ما يعنى أن الدولة المصرية تدعم الكهرباء للمواطنين مستهلكي الشرائح الأولى بنصف قيمة تكلفتها على الدولة، منوهاً فى هذا الصدد إلى أن تحريك سعر العملة أدى إلى زيادة تكلفة انتاج الكيلو وات/ ساعة لتصل إلى 119 قرشاً، مؤكداً أن الدولة تتحمل جميع هذه الفروق والتكلفة عن المواطن.

وأكد رئيس الوزراء أن الهدف من تحرك الدولة حالياً، هو كيفية توفير أكبر قدر من استهلاك الغاز الطبيعي الموجه لمحطات انتاج الكهرباء، لتصديره والحصول على عملة صعبة، تسهم فى تخفيض الضغط على الدولة المصرية، لافتاً إلى تحرك مجلس الوزراء لتحقيق هذا الهدف، والبدء فى تطبيق خطة متكاملة لترشيد استهلاك الكهرباء، حيث سيستعرض مجلس الوزراء في اجتماعه بعد غد، مجموعة من القرارات التنفيذية الخاصة بهذه الخطة، على أن يتم البدء فى تطبيقها فوراً، اعتباراً من مطلع الأسبوع المقبل.

وشدد رئيس الوزراء على أهمية ترشيد استهلاك الكهرباء في المبانى الحكومية بصورة عامة، بحيث يتم قطع الكهرباء عن تلك المبانى بعد انتهاء مواعيد العمل الرسمية، فيما عدا الوحدات التي لها طبيعة عمل خاصة، وكذا الغرف التى يوجد بها أجهزة الكمبيوتر والسيرفرات، والتي تتطلب استمرار توصيل التيار الكهربائى لها.

وأضاف رئيس الوزراء أنه سيتم أيضاً ايقاف الإنارة الخارجية لمختلف المبانى الحكومية، والميادين العامة، هذا إلى جانب التحرك نحو تخفيض إنارة الشوارع والمحاور الرئيسية، على أن يتم ذلك بالتنسيق مع المحافظات ووزارتى الاسكان والكهرباء، لافتاً إلى أنه تم بالفعل البدء في تطبيق مثل هذه الإجراءات، حيث تم ايقاف الإنارة الخاصة بميدان التحرير، وكذا بعض المبانى العامة، مؤكداً أنه بدءاً من مطلع الاسبوع المقبل سيكون التطبيق الكامل والفعلي لخطة ترشيد استهلاك الكهرباء، قائلاً: “سيكون هناك متابعة يومية من قبل مختلف الجهات والمسئولين التنفيذية، للتأكد من تطبيق مختلف الإجراءات الخاصة بخطة ترشيد استهلاك الكهرباء”.

وأكد رئيس الوزراء أنه تم النظر فى تطبيق التوقيت الصيفى بشكل واضح وقوى، فيما يخص المحال العامة والمولات التجارية، بحيث تغلق في الساعة 11 مساء، مضيفاً أنه سيكون هناك توجيه للمولات التجارية التى تضم تكييفات مركزية، بحيث يتم ضبطها على درجة حرارة 25 فأكثر، وليس أقل من 25، وهو ما سيسهم فى توفير المزيد من الكهرباء وترشيد استهلاك الغاز اللازم لإنتاجها.

ولفت رئيس الوزراء إلى التنسيق الذى تم مع وزير الشباب والرياضة فيما يتعلق بالإنارة الخاصة بالمنشآت الرياضية الكبيرة، وضرورة وجود خطة واضحة لكيفية ترشيد استهلاك الكهرباء بها، وقطع الكهرباء عن الاستادات، والصالات المغطاة، بحيث يكون هناك توقيت معين لقطعها يتم التنسيق بخصوصه مع مختلف النوادى والاتحادات الرياضية، منوها إلى أن هذا الإجراء لا يشمل النوادى الاجتماعية والحدائق، باعتبار أن استهلاكها من الكهرباء يُعدُ شيئاً بسيطاً.

وأضاف رئيس الوزراء أن خطة التحرك لترشيد استهلاك الكهرباء تتضمن إعادة هندسة عملية تشغيل محطات انتاج الكهرباء، بحيث تكون الأولوية للمحطات التى تستخدم غازاً طبيعياً أقل، وتنتج طاقة كهربائية بحجم أكبر، ومن ذلك المحطات الثلاث المقامة بالتعاون مع شركة “سيمنس”، موضحاً أن جهود تطوير شبكات نقل الكهرباء ستسهم فى نقل انتاج هذه المحطات إلى أى منطقة على مستوى الجمهورية.

وأشار رئيس الوزراء إلى أن ما يتم تنفيذه من إجراءات سريعة، إنما تستهدف فى المقام الأول ترشيد استهلاك الكهرباء، وهو ما سينعكس على اتاحة المزيد من كميات الغاز الطبيعي، التى ستقوم الدولة المصرية بتصديرها، سعياً للتخفيف من حدة الضغط عليها لتوفير النقد الأجنبي، وذلك فى ظل توقع استمرار أمد الأزمة الروسية الأوكرانية، وكذا الارتفاع غير المسبوق فى أسعار الوقود والمواد والسلع الاساسية.

ونوه رئيس الوزراء إلى أنه جار دراسة المزيد من الإجراءات التى من شأنها أن تسهم بصورة أكبر في ترشيد استهلاك الكهرباء، مؤكداً أن الحكومة تبادر بالاعلان عما يتم اتخاذه من إجراءات، قائلاً: “الهدف هو أن يشعر المواطن بحجم الأزمة الكبيرة، التي يعاني منها العالم أجمع”، مطالباً المواطنين بالتعاون مع الدولة لتطبيق مختلف الإجراءات التي تهدف إلى ترشيد استهلاك الكهرباء، والذى يُعد هدفاً قومياً خلال هذه المرحلة، مضيفاً: كل مواطن مصرى عليه دور .. ودوره مهم، ولا مكان لجملة “هي جت عليا”، مضيفاً: كلما خفضنا استهلاك الكهرباء وفرنا المزيد من العملة الصعبة، وهو ما يستلزم منا جميعاً العمل على قلب رجل واحد فى هذا الملف، نظراً لضبابية توقيت انتهاء الأزمة الحالية.
